HOUSING

The Housing Department at EOC consists of the Weatherization Assistance Program and the Empower NY program providing services to households in Saratoga and Schenectady Counties. 

All of our customers are encouraged to fill out both the Weatherization and EmPower NY applications so we can coordinate both funding sources and provide the best energy related repairs for the situation.

The Weatherization Assistance Program is funded through the New York State Division of Housing and Community Renewal (DHCR) Energy and Rehabilitation Services bureau and is subgranted to Saratoga County EOC serving Schenectady and Saratoga Counties. 

This program serves as a means of improving energy efficiency to produce fuel savings in the homes of “income” or “categorically” eligible households. The program is funded annually by the US Department of Energy and Department of Health and Human Services.  There is a Weatherization Assistance Program providing services for each County in New York State.  

WHO IS ELIGIBLE:  Buildings must have categorically or financially eligible applicants to receive Weatherization services.

  • Categorical Eligibility: Households are considered categorically eligible if any member of the household is receiving Supplemental Security Income (SSI), Public Assistance, Food Stamps, or Home Energy Assistance Program (HEAP) benefits.
  • Financial Eligibility: The household income is at or below gross monthly income (see guidelines below).

HOW TO APPLY: Call our Saratoga Office at 587-3158. We are located at 40 New Street in Saratoga. The office is open Monday through Friday from 8:30 AM-4:30PM Please stop by to pick up or drop off an application.  We also have office hours on Tuesdays and Thursdays from 10:00AM-3:00PM at the Schenectady office where you may also pick up applications. This office is located at 913 Albany Street, Schenectady, NY 12307. You can reach us by calling 374-2221.

DOCUMENTATION REQUIRED: You will need to return a completed application and the following support documents: proof of categorical or financial eligibility, a copy of your utility and fuel bills, and proof of ownership. If you are a renter, we will be glad to explain the program to your landlord and work to secure their approval for the project.

WHAT WE DO: After approval of your application, we will conduct a professional energy analysis of your building and identify health and safety concerns within your home. In coordination with the owner, we will install Weatherization measures that are proven to be effective in reducing energy consumption. These measures may include:

  • Heating Efficiency Measures- Such as a clean and tune, repair, or replacement of your heating system (as necessary)
  • Infiltration Measure- Keeping warm air in and cold air out (caulking and sealing)
  • Conduction Measures- Sidewall & Attic Insulation
  • Minor Home Repairs- Needed to protect and preserve the Weatherization materials installed
  • Appliance Replacement- Depending on the age and condition of hot water tanks and refrigerators, these items may be replaced.
